Russia Says ‘Agreement’ Reached With Ukraine on Evacuating Kursk Residents

 



Russia has reached an agreement with Ukraine and the Red Cross to facilitate the evacuation of residents from the conflict-stricken Kursk region, some parts of which have been captured by Ukraine. Tatyana Moskalkova, Russia's rights commissioner, announced the development on Monday.


The conflict began more than six months ago when Kyiv launched an unexpected cross-border attack on the Russian region, seizing numerous villages and leaving many Russian civilians stranded on the opposite side of the frontline.

Moskalkova stated that some residents have already entered the Sumy region and are now waiting for evacuation through Belarus. However, Moskalkova did not disclose how many Kursk residents would be evacuated.

An International Committee of the Red Cross (ICRC) spokesperson confirmed the group is assisting evacuated civilians in Sumy but did not verify the specifics of the agreement. "For operations like these, it’s the responsibility of the parties involved in the conflict to finalize the details directly," said Pat Griffiths, the ICRC spokesperson based in Ukraine. "If both sides reach an agreement, we are ready to support the safe and dignified passage of civilians who wish to return to Russia."


Initially, Russian authorities reported about 500 people as missing in the Ukrainian-occupied areas, though residents estimate the number to be closer to 3,000. Meanwhile, Ukraine claims that thousands of its citizens have been detained in territories under Russian control since the invasion began on February 24, 2022, and is offering safe passage for Russians in the Kursk region.
